Section 8


Article I, Section 8
of the US Constitution
states
 
Congress
has the power
to declare war
and makes rules
about captures
on land and on water.
 
Congress
also makes rules
for the government and regulation
of our land and naval forces.
The US Congress decides.
The President
is denied
the power to make
such historical choices.
 
The President’s job
is outlined
in Article II, Section 2.
He’s
Commander and Chief
of the Army and Navy.
The President’s
responsibility
is to command,
not decide,
and
THAT
is the extent
of his
deliberative capacity.
 
Other than that
he implements
Congress’
decisions
with as  much
or as little leeway
as they decide
to give him.
 
Congress decides.
The President commands.
What part of this is it
this President
doesn’t understand?
